Is Houshou good?
Houshou's role is boosting the EXP other carriers and light carriers earn after battle, making her useful specifically as a leveling tool rather than a combat pick. Despite being SR rarity she performs about the same as much cheaper ships while burning more fuel, and although she can technically equip light-cruiser main guns, her firepower stat sits at zero, so any damage from them is negligible.

Background
