Is Izumo good?
A battleship built around her barrage: every main gun salvo has up to a 70% chance to fire an AP barrage that covers almost the whole screen and pierces through targets, so she clears mob fights fast. A rework that doubled AP's modifier against light armor (from 25% to 50%) means the barrage now handles light-armor small fry too. Specialized Armor cuts the AP damage she takes by up to 30%, which together with her bonus damage to Sirens makes her strong against event Sirens, but it also makes her catch fire more often and burn longer.
Pair her with 
Amagi, whose debuff and burn protection cover that weakness, and she earns her high oil cost on hard maps.
