Is Monarch good?
A top-end battleship whose main gun salvos have a high chance to fire an AP barrage packed toward the center, and every enemy it hits is slowed, which makes fast destroyers and light cruisers in hard maps and exercises much easier to hit. She also gains reload as her HP drops and heals a little once when it falls to 20%.
Since the barrage is AP it does little to light armor but extra to heavy armor, and with her bonus damage to Sirens she makes short work of event Sirens. She costs a lot of oil, so she's best saved for hard content, ideally next to 
Queen Elizabeth or 
Duke of York.

Skill 2Increases this ship's FP and ACC by 1% (10%). When this ship fires her Main Guns: 50% (100%) chance to fire an improved Lv.1 (Lv.10) frontal barrage (DMG is based on the skill's level); enemies hit by this improved barrage have their SPD decreased by 30% (60%) and EVA decreased by 1% (10%) for 6s. (Replaces Monarch's Coercion)
Against the Current
Skill 3Increases own Reload by 0.6 (1) for every 1% loss in her HP. Additionally, when HP is 20% or less, heals for 3% max HP every 2s for In game description says 8s but presumably is actually 9s to avoid ambiguity. This effect only occurs once per battle.
