Assigned by the CIA to clean up the mess left behind by his predecessor Jacob Finley and track down any traitors left behind, he was overwhelmed by the scope of the organization's infiltration of Finley Hired.

Hiring John Mason to uncover the plot behind the Replacer Attack on KS-1 and partnering with the Coffin Company, the hires under his assignment eventually managed to take down Replacer Knight.

Mark Finley, as an intelligence agent, is calculating and capable of quick decision making.

He's stated that like cockroaches, people like him eschew saving others in favour of saving themselves.

Despite this, he's capable of witty banter with his hires, and expressed sadness at the men he lost in missions.

Although they share the same surname, it is not known if Mark is related to Jacob Finley.

More likely, this name is a disguise for them both, as Presidents of the Finley Company and its affiliate office, Finley Hired.
