Is Biseden good?
Biseden doesn't really come online until his Exclusive reaches level 3, which puts a low ceiling on him before that investment. His buff is meant for a direct-damage ally, cast on someone like 
Margarita so they get the full benefit when using their skills.
Outside of that late Exclusive payoff, he's a fairly weak pick, landing him in D tier.
Pairs well with: Margarita.
