Is Akari Minase good?

Akari Minase brings multi-hit Slash and Shot damage as a Defender, mixing AoE attacks, Burn application, and healing for multiple allies at once. She keeps a Patrol stack economy going for her Extra Attacks, and thanks to her Surveillance effect she immediately gets one stack back even after spending them all.
