Is Morgana good?

Morgana (Mona) is a Wind Medic whose Instinct stacks come from alternating his skills, triggering follow-up critical heals on allies below 70% HP, so he can heal outside his own turn. His Skill 1 applies Windswept, Skill 2 heals while removing an ailment, and Skill 3 hits with high crit chance, while his HIGHLIGHT revives.

His follow-up heals only trigger below 70% HP, raw healing is his only sustain, and he offers little utility beyond Windswept.
