The Seaside version of Tomoko is a Psychokinesis 
Medic who does many jobs: she's the main source of Ailment Accuracy buffs, adds Attack and Max HP, raises foes' damage taken and lowers their damage, and follows up every turn. Her healing comes from those follow-ups, so you control when it lands, which suits HP-spending allies like 
Tropical Motoha or Leo's HP management.
Spreading across so many jobs keeps her numbers low, and her sustain is weaker before Awareness 1.
