It cuts 3 turns off a key support skill's cooldown, which lets Xavier fully refill EN once every 2 turns and keep a speed boost up at all times. That EN pays for the main area attack every other turn, so the plan is to act first each round, slow the enemy down and keep hitting crowds, and gear that rewards fighting with no allies within 3 tiles fits that style.
