Is Hiryuu good?
A carrier with a strong pairing and a safety net. With 
Souryuu in the fleet her aviation rises by up to 35%, and a lethal hit leaves her afloat, dodging everything for up to 15 seconds and firing off an extra airstrike. That survival skill helps in long story maps and in exercises where big hits are common.
The downsides are that the aviation buff costs a fleet slot for Souryuu and the survival skill only kicks in when she's about to sink.
