Is Illustrious good?
Illustrious raises a damage shield for the vanguard fleet after every one of her aviation attacks, absorbing a set amount that, timed against incoming hits, meaningfully extends how long the frontline survives. She also runs Heavy Armor, unusual for a carrier, which resists some attack types better than the usual Medium Armor.
Two of her equipment slots are locked to fighters though, leaving just one torpedo-bomber slot, so her own damage output trails other carriers. She pairs well with 
Unicorn, who brings a similar shielding skill.
