Is Vestal good?
A repair ship that keeps fleets alive on hard maps. She heals your ships on a timer, and both of her skills add more healing, including an emergency top-up for any ship that falls below 20% HP once per battle, so her value grows the longer a chain of fights runs.
She can't mount guns or torpedoes, so beyond AA guns she adds nothing to your damage. She's also fragile, with light armor and low evasion, and can't shoot down suicide boats, so the rest of the fleet has to cover her.
