Washington's special barrage hits hard and procs often, running on its own timer rather than off main-gun attack speed, so slow guns don't hold it back. Her anti-air runs high even by Union battleship standards, which makes her a strong pick on air-heavy stages.
Pairing her with 
South Dakota unlocks a bonus skill that's most useful in PvP given its trigger, though her damage-shield effect doesn't stack while South Dakota's own shield skill is active.
