Is Rita Arsenico good?

A flying backline damage dealer who lowers enemy attack speed, ATK and incoming healing, with every debuff hitting mechs harder. Her Alternium Reactor adds a DMG amp debuff and raises her empowered shots after each Special from one to four, which lets her keep mechs stunned almost permanently; that puts her near the top of the debuffers for Inhibitor.

PVP uses her everywhere as a cheap damage dealer, though her short range and weakness to anti-air units can be exploited.
