Is Chiron good?

Chiron is a mentor-style healer. At the start of battle she hands the team's top attacker a light orb that fires magic arrows with each of their attacks, and she heals that ally more than anyone else. Her Overdrive costs one ally 30% of their HP, grants them Morale and then heals everyone nearby, which more than covers the cost.

We rate her C tier, though Hideout and AllClash both rate her A or better in PvE.

Lv. 1: At the start of battle, grants the allied Luminary with the highest Attack a light orb. Each time this Luminary launches a skill or basic attack on an enemy, the orb fires a magic arrow, dealing magic damage equal to 90-170% of the Luminary's Attack. The orb disappears when the caster is defeated. Lv. 2: Whenever an ally Luminary gains a Blessing Buff, reduces the Cooldown of Pegasus Guard by 1 second. Lv. 3: Increases HP by 15%. Lv. 4: Battle Bond When the target is in the Wild state, additional 25% Attack Speed is increased. Lv. 7: All or Nothing Dispels all debuffs from the selected target.

After selecting an ally target, deducts 30% of their current HP to grant them Morale, and heals the target and all allies within a large circular area for 600-5400 + 24-40% of the caster's Max HP.
Pegasus Guard
Ultimate Skill · 12s cooldown
Channels for 5 seconds to heal the allied Luminary with the lowest HP for 35-51% of the caster's Max HP.
Hero Mentor
Secret Skill
In battle, increases HP by 10-18%. When on the battlefield, increases the Attack Speed of allied Luminaries in the Wild state by 25%.
Eternal Devotion
Special Skill
Increases own healing effects by 20-40%. Increases healing dealt to Battle Bond targets by an additional 20-40%.
