Is Halloween Duma good?
Dragon built to be a Far Save tank against ranged attackers. Woeful Upheaval combines Upheaval's 7 damage to every foe on turn 1 with Far Save and up to 30% damage reduction, and Ghostly Lanterns stops enemy follow-ups (guaranteed ones included) while pushing back the foe's Special when his Res is well above theirs.
With 47 HP, 40 Def, 43 Res and a base Atk of 46 (the highest in the game when he came out), he's very hard to wear down. The Duo Skill is a simple extra: it clears penalties, heals 30 HP and neutralizes foe bonuses for him and nearby allies.
