Is Valentine's Chrom good?
Red archer who deals effective damage to fliers and armor and can act twice in a turn. To Change Fate! is a Reposition that gives him and the ally Atk+6 and lets him move again, and through Destiny's Bow it also knocks a count off both units' Specials on turns 1 to 4, which helps him pre-charge Deadeye (double damage that ignores non-Special damage reduction).
His Duo Skill debuffs him and nearby allies but grants Grand Strategy, which turns those penalties into bonuses and stacks with Unity-style effects like 
Fallen Ike's Chaos Ragnell or 
Legendary Marth's refined Exalted Falchion. Close Salvo lets him answer melee attackers too.
Pairs well with: Fallen Ike; Legendary Marth.
