Is Ann Takamaki good?

Ann (Panther) is an AoE Fire damage dealer who gets a one-turn La Vie En Rose boost after landing Fire damage in four separate hits, with a one-turn cooldown before she can again. Her Skill 1 raises her Attack (more in that state) and lowers enemy Attack, and her Skill 3 hits harder inside it, so the usual rhythm is Skill 1, then Skill 3 the following turn.

She's easy to use with decent AoE, but you can't choose when she enters the state and she wants specific teammates to peak.
