Is Yaoling Li good?

Yaoling Li (Rin) is an AoE Curse Saboteur who builds Memory from each foe her skills hit, then spends it on Meng Po Soup to empower her second and third skills, applying Defense Down, damage taken and some Forget. Her AoE Defense Down was rare early and Forget can disrupt foes, but her empowered skills last briefly and her Skill 3 debuff covers only the next two attacks, so newer debuffers outclass her.
