Is Atago good?
A heavy cruiser that wants HE guns: Arsonist raises her HE damage, her chance to set fires and the burn damage those fires deal, which adds up against tanky targets that live long enough for burns to tick. Her torpedoes are the other half of the kit, with a chance to fire a second wave and torpedo efficiency among the best of any heavy cruiser.
The catch is the HE requirement, since strong heavy cruiser HE guns are rare and the best one is hard to get, so she often loses out to cruisers running better guns.
