Angel of Destruction knocks back up to three enemies in a row for good formation control and boss damage, adding a long six-turn damage-over-time effect plus an SP buff for the team. Health Committee buffs whichever stat, attack or magic power, matches each ally, so it fits any team, and it performs especially well in Book of the End content where both damage types show up.
Angel of Destruction's stats lean tank, though, so its own physical damage isn't very high, and Beach Angel's chain-5-or-below condition doesn't mesh well with multi-hit attacks.
