Brown Dust 2 tier list

Each character's tier is the middle of where 15 current Brown Dust 2 tier lists place them. Taking the middle means one list that rates a character unusually high or low can't move them on its own.

We rebuild the list every week from those tier lists, so it follows new versions and banners.
