A rate-up pull gives the featured character 2% of the time and any 5-star 3%. Every 10th pull is at least a 4-star, which leaves those odds where they are. Every 3- and 4-star summon adds 1 to a count, and at 120 the featured character is guaranteed.

Luck alone gets to 50% at 35 pulls and 90% at 114; the 120th counted summon makes it certain, and 5-star summons don't add to the count. 120 pulls cost 24,000 Diamonds.
How it works out
Every pull is its own roll, so there's no pity building up besides the count: the chance of seeing her in N pulls is 1 minus 0.98 to the power of N. The count is the only guarantee: it moves on every 3- and 4-star summon and gives her at 120, so a run with other 5-stars in it takes a few pulls more.
