Is Kayo Tomiyama good?

Kayo Tomiyama (Okyann) is a 4-star Navigator with a spread of buffs (Attack, Defense, damage dealt and Effect Hit Rate), and raises the team's damage against foes with Elemental Ailments, inflicting a random ailment herself.

She's useful early, pairs reasonably with ailment-focused teams like Queen's, but newer Navigators outclass her. Her weapon isn't worth getting.
