Is Victoria good?
Victoria's biggest selling point is being the only hero with Paralysis Immunity, and her Magic Attack Boost plus Magic Vulnerability infliction make her a natural fit next to magic attackers. At 2nd Transcendence she extends Physical Damage Resistance to the back row, and enhancing her skill adds a self-heal that makes her sturdier in a fight.
She lands in our D tier mainly because she's built as an early-game support rather than something worth heavily investing resources into.
