Each character's tier is the middle of where 10 current Seven Knights Re:BIRTH tier lists place them. Taking the middle means one list that rates a character unusually high or low can't move them on its own. The PvE and PvP tabs are made the same way, from only the lists that rate that mode.
We rebuild the list every week from those tier lists, so it follows new versions and banners.
