Is Velika good?
Velika mostly matters in one place: the Infinite Tower and Tower of Trials, where Tower's Benevolence lets her ignore the usual type restrictions when you're putting a team together, something no other hero can do. There she also hits with Ignore Defense, Pierce, and HP Alteration while boosting allies' damage and Crit Damage.
She's a C-tier pick everywhere else, but worth awakening specifically if a Tower floor has you stuck, since that unlocks an all-target attack with HP Alteration and Pierce.
