Is Achilles good?
After retrofit she's one of the hardest-hitting light cruisers, with firepower and torpedo stats near the top of her type and high efficiency on both guns and torpedoes. The retrofit skill adds torpedo and evasion and raises her damage against medium-armor enemies by up to 30%, and medium armor is what you'll face most in normal maps.
Before that she leans on a buff that, when it triggers, adds 40% damage for 10 seconds. She's Royal Navy, so she slots into a fleet built around 
Queen Elizabeth.
