A buffer who raises all damage the Vanguard deals by up to 35%, with no condition on ship type or on whether that damage comes from guns or torpedoes. The buff is always on, so it works just as well with burst attackers like 
Ayanami as with steady damage dealers.
Her own stats are weak, so put her in the middle slot and let your other ships handle planes.
