Is Chang Chun good?
Chang Chun's main-gun damage ranks among the best of any destroyer on its own, and her skill adds firepower, reload, and accuracy for Dragon Empery ships, which loops back to strengthen her own guns too. The downside is that Northern Parliament and Dragon Empery are small factions with barely any main-fleet ship types, so there's a limited pool of characters who actually benefit from that buff.
