Is Downes good?
Cassin's partner and a very similar ship: once per battle she heals herself heavily when her HP gets low, which keeps her going through long chains of fights. Retrofit gives her stats well above what you'd expect from a Normal destroyer, at a tiny oil cost.
As a destroyer she has less max HP than 
Phoenix, who has a similar heal, so an unlucky volley can still finish her. Run her with Cassin for a cheap, stubborn Vanguard on event maps and later chapters.
Pairs well with: Cassin.
