Is Fletcher good?
The leader of her own class: she raises the firepower and evasion of each Fletcher-class destroyer with her by up to 30%, and gives all destroyers a smaller boost to firepower, torpedo and reload.
Most of the class is cheap on oil, so a Fletcher-class Vanguard makes a strong, low-cost farming fleet. Outside that setup she has little going for her, since her own stats are nothing special.
