Is Fubuki good?
Fubuki's whole kit as a support destroyer revolves around buffing Special-Type destroyers, including a solid evasion boost of up to 30 percent and a firepower increase that benefits torpedo strikes too.
The catch is that only a handful of ships actually qualify as Special-Type under the usual definition, so her buffs only reach a narrow pool. She's at her best paired with 
Ayanami Kai, whose torpedo damage is among the best of that group and benefits directly from Fubuki's firepower buff.
