Is Hamakaze good?
After retrofit she's a straightforward torpedo destroyer with torpedo stats and efficiency among the best, plus an evasion skill that keeps her alive. Her signature skill has up to a 60% chance to heal the fleet when an ally sinks, with a bigger heal on herself, but since you're trying not to lose ships in normal maps it rarely matters there.
It fits exercises better, especially next to 
Juneau, who heals the team when she goes down. Even if you ignore the heal, the torpedo output makes her worth using.
