Background
The lack of clothing on Houston and her sisters, Northampton and Chicago, comes from the fact that they were thinly armored for heavy cruisers, as they were originally designated as light cruisers.
However, due to the Washington Naval treaty, they had to be up-classed.
She was even designated as a CL before being re-designated as a CA under the 1930 London Naval Treaty.
