Is Ibuki good?
A heavy cruiser that fights like a torpedo ship: her torpedo stat is close to a light cruiser's, her torpedo efficiency reaches 185%, and Body and Soul adds torpedo crit rate and crit damage on top. Once enhanced far enough she opens every battle with 2 extra torpedo salvos, which can wipe Siren elite fleets in events before they get going and gives her a huge opening burst in exercises.
Her guns are good too, so she keeps contributing once the torpedoes are gone. On auto she wastes those opening salvos, often firing the second at nothing, and her torpedo barrage can't fire in the first 10 seconds of a fight.
