Is Kagerou good?
A torpedo destroyer that also buffs the rest of the Vanguard: she raises the torpedo stat of every Vanguard ship, herself included, by up to 15%, always on and with no class or faction limits.
On top of that she has a chance to fire her torpedoes twice, and with her own high torpedo stat those double volleys hit hard. She's a natural fit for destroyer-heavy Vanguards.
