Is Kamikaze good?
A cheap farming destroyer: she's a Rare that costs as little oil as a Normal, and her main skill gives her a big evasion boost when she fires her main guns. The proc chance is low, but her high reload means she rolls for it often, which helps cover her low HP.
Her firepower and gun efficiency are poor and her torpedo stat trails most destroyers, so her damage comes from torpedoes and All Out Assault, and HP gear is a better use of her slots than torpedo boosters.
