Is Kasumi good?
Kasumi rates a B on our list, and her skills key off having 'friends' nearby, meaning other Vanguard ships in the fleet. The mechanic is more generous than it looks, since her invisible companion Foo counts as one of those friends, so a single extra Vanguard ship is enough to light up both 'Foo and Friends' and 'Foo and Friends and Kasumi Too.' The one wrinkle is 
Shiranui: sortie with her and Foo stops counting, so you need a genuine third Vanguard ship to get the same effect.

Skill 2At the start of the battle, if Kasumi is sortied with 2 or more friends in your Vanguard: increases the TRP of your Sakura Empire Vanguard ships by 5% (15%), decreases this ship's DMG taken by 5%, and every 20s after the start of the battle: 40% (70%) chance to fire a special barrage.
