Is Saint Louis good?
Saint Louis packs near top-tier heavy cruiser stats, with an HE shell skill that adds up to 35% HE gun damage and speed and evasion that rival light cruisers. She carries torpedoes plus an extra main-gun mount and hits harder against Sirens, making her one of the stronger all-around heavy cruisers around.
Her main cost is fuel, typical of PR-rarity ships, which can push her out of low-fuel farming runs. She fits an all-Iris vanguard built around 
Le Malin's damage buff, screening the fragile destroyers up front.

Historical references
Her namesake is King Louis IX, the only French monarch to be canonized.
Among the places named after him is St. Louis, Missouri, which St.
Louis is named for. The city was named by French colonists and includes the Basilica of St.
Louis, King of France, the first cathedral west of the Mississippi River.
