Is White Heart good?
A torpedo destroyer that builds crits with her guns: every main gun hit adds torpedo crit chance, stacking up to 20 times and resetting when she launches. A fast-firing gun and manual torpedo timing let you release them at a high crit rate. Her barrage can occasionally slow enemies, which helps torpedoes land, including aerial torpedoes from carriers running Sakura-style converging torpedo bombers.
Her HP is low and none of her skills are defensive, so she needs support or HP gear.
