The first witness must be a person of good standing who is unaffiliated with the Hyakkaryouran's leadership. They attest that the ritual is being held for righteous cause...
And the second witness must be another Hyakkaryouran officer, who officiates the succession contest and ensures that it is fair to both parties.
"I see. So that way everyone is given a fair shake..."
Nyahaha, it's a bit embarrassing to say so myself, but the president of the Yin-Yang Club traditionally serves as the first witness during succession contests.
After all, we're pretty respected around Hyakkiyako!
