Is Cable good?
Cable leans on Degeneration and class advantage to overwhelm Bleed-heavy fighters like 
Black Panther, and his Signature Power Gain plus Degeneration slip past defenses like 
Gwenpool's Enervate and Plot Armor. He builds up Poison duration reduction quickly against targets like 
Abomination, boosting his own special damage in the process. His strong regeneration gets even better once his Signature is unlocked, and stacking Inequity and Resonate keeps his Degeneration active almost full time against non-robotic opponents, cutting into their damage output enough to help keep his regen above its 25 percent threshold.
He struggles against 
Guillotine's forced regeneration trick, against 
Vision's power drain and heal block, against Robots that resist Degeneration, and against 
Magik's Power Lock.

Profile
Cable's full name is Nathan Summers.
Background
Nathan Summers was a child of destiny even before his birth.
His parents, Scott Summers and Madelyne Pryor, were manipulated into having him by Mister Sinister, in an attempt to create a genetically superior mutant as his ultimate weapon.
As an infant, he was instead infected with the deadly Techno Organic Virus and sent 2000 years into the future to save his life.
Years later he would return, taking the name Cable to represent his unique place as a link between the present and the future.

5Passive
Passive15% chance to Regenerate 9921.8 Health for 10 seconds, each time a Power threshold is reached. This ability stops working below 25% Health. Future Poison durations are reduced by 20% each time a poison is triggered on Cable. Once his Poison Durations are reduced to 0, Cable gains a Passive 50% bonus to Special Damage. When inflicted with a Bleed Debuff, Cable has a 100% chance to trigger his Heavy Attack Degeneration on his Opponent. 100% Chance to inflict non-robotic Opponents with a non-stacking Degeneration Debuff, dealing up to 15860 Direct Damage over 15 seconds. Strength of Degeneration scales inverse of your Opponent's current Power.

Signature AbilityCable's immense mutant power are hampered by having to constantly keep the techno organic virus in check. As the strength of the virus wanes, Cable has a 30.4 - 50.01% chance gain 16.5% Power over 10 seconds each time he fills a bar of power.

Special 1 - Short Controlled Bursts
Special AttackCable knocks back his opponent, making space to use his plasma rifle. This attack is Unblockable if you are currently under the effects of a True Strike Buff.
Special 2 - Charge Shot
Special AttackA telekinetic wave, followed up by a high energy charged blast from his rifle. This attack Incinerates the enemy, dealing 4956.25 Energy Damage over 10 seconds. This effect also removes Perfect Block Chance and reduces Block Proficiency by 50% while it's active. This attack has a 90% chance to inflict a Concussion Debuff, reducing Ability Accuracy by 90% for 11 seconds. The Potency of this effect is affected by Class relationships.

Special AttackCable uses his powers to enhance his plasma rifle, locks on his target, and unleashes a withering barrage of firepower. 100% Chance to gain True Strike for 17 seconds, allowing this Champion to ignore Armor, Resistances, Auto-Block and all Evade effects.
