Is Captain Britain good?
Captain Britain stacks up Neuroshocks for heavy damage over time, and that potency scales off any Prowess effect she has, while Energy Resistance on the opponent doesn't slow the Neuroshock damage down at all. She already carries one of the biggest base HP pools around, and stacking Greater Vitality pushes that even further, making her a genuinely tough defender, especially with lowered stun durations from Limber.
Cowardice debuffs are her main limiter, cutting into how much Neuroshock damage she can put out.

Captain Britain's full name is Elizabeth "Betsy" Braddock.
Background
Elizabeth “Betsy” Braddock spent most of her adult life as the mutant Psylocke, fighting alongside the X-Men while her brother took on the mantle of Captain Britain.
After years spent trapped in the body of the assassin Kwannon, Betsy was finally able to regain her original form just in time to take over the role of Captain Britain from her brother Brian Braddock.
Using her mutant abilities to engage her opponents with telepathy, telekinesis, and potent psionic weapons, the new Captain Britain is a powerful force for good in the multiverse.

Skills
8Basic Attacks / Safeguard
PassiveBasic Attacks deal Energy Damage instead of Physical. Against non-Tech Champions, Captain Britain’s personal Neuroshock and Exhaustion Passives cannot have their duration or Ability Accuracy reduced. Captain Britain starts each fight with a 3% Safeguard Passive. When inflicted with a Special Power Drain effect, or, as an Attacker, after reducing a hit’s damage, this Safeguard is removed. When this Safeguard is removed or prevented, Captain Britain regains it after 20 seconds unless she’s suffering from a Special Power Drain effect. When either Champion is knocked down, or Captain Britain is struck by a Critical Hit, the Opponent is inflicted with a non-stacking 687.5 Exhaustion Passive for 4 seconds. Dev Notes: With Safeguard, and a slew of Exhausts, Captain Britain is going to be tankier than ever.
At tier 7
Neuroshock
PassiveCaptain Britain’s Neuroshock Passives deal 2639.75 Energy Damage over 10 seconds, scaling with Base Attack only. The potency of her Neuroshocks is increased by Captain Britain’s current Prowess potency, but doubly reduced by her current Cowardice potency. Max: 200% increased potency at +200% Prowess. When inflicted with a Shock or Bleed effect, inflict a Neuroshock Passive. If struck by or striking an Opponent suffering from an Exhaustion effect, inflict a Neuroshock Passive. Can only trigger once every 1.5 seconds. Whenever the Opponent Purifies or Cleanses a Debuff, inflict 2 Neuroshock Passives. Dev Notes: Neuroshocks are the core of the updated Captain Britain’s Damage. Stack as many as you can, and juice their potency with Prowess!
At tier 7
Psionic Charges
PassiveWhen inflicting a personal Neuroshock or gaining any Prowess effect, gain 1 indefinite Psionic Charge. When activating a Special Attack, gain 6 indefinite Psionic Charges. When knocked down, gain 2 indefinite Psionic Charges. When inflicted with a Cowardice or Special Power Drain effect, remove 2 Psionic Charges. If knocked down while one of these effects is active, remove 2 Psionic Charges for each unique effect, up to a max of 4 Charges. Dev Notes: A new resource for Betsy to manage, keep her Psionic Charges low when you fight her, or get as many as you can as an Attacker!
Psionic Mode
PassiveWhen reaching 10 or more Psionic Charges, if not already active, enter Psionic Mode. Psionic Mode lasts for 1 second per Psionic Charge when activated, paused during Special Attacks. While in Psionic Mode, Captain Britain cannot gain Psionic Charges, and gains the following: Personal Neuroshock Passives tick 200% faster. Any personal Neuroshock Passives inflicted during Psionic Mode are paused until Psionic Mode ends. When activating a Special Attack, for each level of the Special, gain 1 indefinite +15% Prowess Passive. When Psionic Mode ends, remove 3 of these Prowesses. Max stacks: 30. Captain Britain is Stun Immune during her Dash and Medium Attacks. As a Defender, Psionic Mode goes on cooldown for 15 seconds after it ends. Dev Notes: When you see Psionic Mode activate it’s time to run! Pause your Neuroshocks, gain Prowess, and deal tons of damage.
Pure Soul
Signature AbilityIncrease personal Exhaustion duration by 5 - 10.1% for each Psionic Charge. Psionic Mode increases the duration as if Captain Britain has 10 Psionic Charges. Each personal Neuroshock reduces the Opponent’s Energy Resistance by 18 - 35.01% of their current positive Energy Resistance. Max: 100%. Dev Notes: Captain Britain is going to melt your face, and with her Signature Ability not even Energy Resistance will save you.
At tier 7
Special 1 - Psyblast
Special AttackCaptain Britain unleashes a burst of psionic energy on her foe before hurling her sword at them. On activation, inflict a non-stacking 11.04 Exhaustion Passive for 6 seconds. Each hit inflicts a Slow Debuff for 16 seconds. If purified by a Skill Champion, inflict a matching Slow Passive. While active, Captain Britain’s personal Exhaustions are paused.
At tier 7
Special 2 - Shield Assault
Special AttackCaptain Britain batters her foe with a combination of shield and sword strikes. On activation, gain a non-stacking 2750 Bulwark Passive lasting until the next time Psionic Mode ends. While this Bulwark is active, Basic Attacks inflict a Neuroshock Passive. This can trigger through Block. Hits in this Special Attack gain 6416.67 Critical Rating. Dev Notes: Apply more Neuroshocks, and Crit to your heart’s content!
At tier 7
Special 3 - Go Medieval
Special AttackTapping into her full psychic potential, Captain Britain launches an aerial assault on her enemy. This Special Attack cannot be activated if Psionic Mode is active. Enter Psionic Mode and increase its duration by +8 seconds. Gain a non-stacking 60% Power Efficiency Passive lasting until Psionic Mode Expires. Gain 6 additional indefinite +15% Prowess Passives. Dev Notes: The cornerstone of Captain Britain’s attacker loop. If the fight is long enough start your loop with a Special 3 and sling tons of Specials with that potent Power Efficiency.
