Is Deadpool good?

Once he drops below 20 percent health, Deadpool can heal back a big chunk tied to his Power Meter, and his Special 2 and 3 pile on heavy Bleed damage over time.

The problem is that regeneration scales with the same Power Meter his Specials drain, so using the tools that deal his damage also shrinks his healing. D tier: the pieces work against each other more than they work together.
