Is Dormammu good?
Dormammu answers a few big threats well: Power Burn, Drain or Lock counters 
Hyperion's repeated Power Gain and his True Damage ignores high Physical Resistance, he's unbothered by 
Doctor Strange's Counterspell and can Nullify and Degenerate him once his Signature unlocks, and he stops 
Cable's Power Gain into regeneration loop cold.
Electro and 
Captain America give him real trouble though, since both avoid triggering the buffs his Soul Bond and Dark Energy build depend on, and 
Cyclops (Blue Team) saves his Special bar instead of triggering buffs for the same reason. D tier: a strong answer to specific champions that struggles broadly.
Strengths

- Unbothered by Counterspell and can Nullify/Degenerate Doctor Strange
- Stops Cable's Power Gain into Regeneration loop
Weaknesses
- Electro avoids triggering buffs, denying his Dark Energy build
- Captain America has few buffs to trigger and denies his Soul Bond window
- Cyclops saves his Special bar instead of triggering buffs
Background
Dormammu was born to a race of powerful beings made of pure magical energy known as the Faltine, and has only one true desire: power.
This desire drove him from his home world and brought him to the Dark Dimension, where he now rules and draws even greater power from the worship of his subjects.
Now with the power of so many heroes concentrated in The Contest, Dormammu has come as one of the greatest mystical threats in the universe, undoubtedly to gain that power for himself.

6Mystical Immunity
PassiveAs a being of pure mystical energy, Dormammu is immune to all known poisons of the Battlerealm. Dormammu lacks blood and is therefore immune to Bleed effects.
Dark Energy
Passive ResourceDark Energy Charge is gained each time your opponent Power Level goes down, up to 100. When the Charge reaches 100, it will be consumed by the next attack that has an Imbued effect triggering the Imbued effect in addition to any standard effects. Gain 50 Dark Energy Charges for each Buff Nullified. If there is no Soul Bond on the target, place one on it. While a Soul Bond is active, each Dark Energy Charge you gain also charges the Soul Bond, up to 100. Detonate an active Soul Bond dealing up to 161.97 Direct Damage per Soul Bond charge. Finish a Combo with a Medium Attack The target doesn't gain Power from this Hit. Depletes up to 7.5% of the target's max Power. Imbued: Causes Power Burn instead, doing Direct Damage equal to 450% of the Power Drained from the opponent by this attack.

Soul Leech
Signature AbilityDormammu uses his opponent’s powers as a link to reach deep within their soul. Each time a buff expires on his opponent, Dormammu has up to a 100% chance to Degenerate them for 2682.94 - 5715.97 Direct Damage, over 10 seconds. The chance of this ability triggering increases the longer it’s been since it was last triggered.
At tier 6
Soul Fire
Special 1A wave of power from the Dark Dimension burns through his opponent’s very soul, burning out any sources of power it may find. 100% Chance to Nullify 1 positive status effect from your opponent. Imbued: Nullify all positive status effects from your opponent.
Dimensional Blasts
Special 2Dormammu opens rifts to the Dark Dimension, drawing forth bolts of raw power. 100% chance to Power Lock, severing the target's flow of Power for 9 seconds. Imbued: Drain 20% of the target's max Power per hit.
Lord of the Dark Dimension
Special 3Dormammu brings his opponent into the Dark Dimension for a demonstration of his true potential. Gain a Dimensional Link buff causing Dormammu to continually gain Dark Energy for 20 seconds. Imbued: Gain an Empowered Dimensional Link buff. While it is active Dormammu will Regenerate 25% of Damage done by the Soul Bond detonation.
