Is Vision good?
Vision brings solid Power control, Heal Denial, and a handful of useful immunities, landing him at B despite generally low damage output. Being both Poison and Bleed immune means Liquid Courage and Double Edge give him a free Attack boost with none of the downside, and Tech Collar lets him passively reduce Power Gain from champions like 
Hyperion and 
Mordo, giving him even more control over when they can throw a Special Attack.

He also denies opponents and nodes that rely on Bleed and Poison by being Immune to those effects.
Vision can also Heal Block the opponent by reducing their power to 0, denying Healing.
