Is Winter Soldier good?
Winter Soldier rotates through several forms of utility and can bypass armor and resistance to ramp his damage up over a fight. His specials lean on Bleed, so pairing him with the Deep Wounds mastery stretches that debuff's duration, and Cruelty's crit damage boost also strengthens his power drain.

Incendiary - Winter Soldier Incinerates the opponent, dealing 3730.65 Energy Damage over 6.5 seconds. This also removes Perfect Block Chance and reduces Block Proficiency by 50%. Hollow Point - Any Bleed effect triggered during the attack has its Duration increased by 50%. Incinerate as a 100% chance to apply, independent of his Bleed chance.
