Is Narae good?
Narae's Special Skill, Dew Blankets All, hands out Shields to the team along with an Ice damage and Special Skill damage buff for Ice-type allies, or just a Special Skill damage buff for non-Ice Ranged allies. Once that shield is up, her empowered Basic Attacks can apply Ice Affliction and even freeze enemies outright, and her Ultimate, Bubble Spout, deals heavy Ice damage while spreading more Ice Affliction on top.
She fits naturally into Ice teams or any lineup built around Ranged damage, but she loses a lot of value in a team without either.

Description
Narae is the younger sister of the Kumiho Divine Maiden Mina, and her only surviving family.
She's quite rude and standoffish towards anyone she doesn't respect...
so, everyone not named "Mina." Narae devotes herself to becoming strong and independent and improving her mastery over the element of water to help relieve her sister of the burden of being the Divine Maiden and so that her sister doesn't have to worry about her as much.
Be careful speaking ill of Narae or her big sister...
unless you want to end up on the wrong end of one of her bubble spells.

5Dew-Jade Barrage
Narae does IceDMG by launching bubbles at the enemy. The 3rd hit is enhanced within the Graceful Dew zone created by Dew Blankets All [Special Skill].

The HP Absorption of Narae's shields are increased by a portion of her Ice RES.
Dew Blankets All
Narae gathers all of the moisture in the area and spreads water energy to create a Graceful Dew area, dealing IceDMG. Bubbles rise from the zone and pop to deal IceDMG. More bubbles spawn while she is attacking. Bubbles hit by FireDMG pop and deal IceDMG. The Graceful Dew zone increases the Ranged Attack of teammates within it and enhances the last attack of Dew-Jade Barrage [Basic Attack] to deal AoE IceDMG.
Prison Of Dew
Narae unleashes a surging wave forwards, dealing IceDMG and knocking back enemies. When switched out, she throws a bubble to her replacement's location, granting them a shield. The bubble pops and deals IceDMG to enemies and traps airborne enemies in bubbles.
Bubble Spout
Narae creates a giant bubble of water in the air and pours it down to deal IceDMG. Enemies hit are knocked airborne and knocked back with the flow of the water.
