Is Julius good?
A free damage dealer who summons flying blades: every 20 hits adds one, up to three, and they follow up his attacks scaling with the target's max HP up to a cap set by his ATK. With all three out he gains lifesteal, his Special adds an extra hit every four basic attacks, and his Ultimate AoE grows with each blade.
He's fragile before the blades are up, needs lots of attack speed, and his AoE is small.

When using his Ultimate, Julius gathers flying blades based on the stacks of Phantasm, continuously dealing multiple instances of P. DMG to enemy units in a select rectangular.
